September 19, 2007 - The fire chief isn't hot to douse Kochville Township homeowners with additional taxes. Instead, Fire Chief Alan Malesky thinks the township should tap the Downtown Development Authority to replace aging fire trucks and other gear. That was one of two proposals Malesky presented Tuesday to the township Board of Trustees to fund capital replacement costs over the next 10 years. Kochville residents, he said, account for only 16 percent of the fire calls the department has responded to over five years. It's not fair to expect the residents to pay any more when businesses make up 57 percent of our responses, he said. Malesky said regardless of the option the department supports, businesses in the area will pay the additional taxes. Twenty-two percent of the department's responses over the same period involved traffic crashes and other road calls. The remaining 5 percent were assists to other fire departments. The Downtown Development Authority option would tack on a two-mill tax levy for fire capital replacement costs. Only business in the DDA district, which essentially encompasses the Tittabawassee and Bay business corridor, would pay the tax the department would generate about $550,000 over the next 10 years, Malesky said, if the township pursued that option. Although the option involves asking the DDA for support, Malesky said the board could move forward without the authority's consent. The second option would shift part of the department's existing 1 mill tax to operations. The township levies 0.7 of a mill now for operations and 0.3 of a mill for equipment and maintenance expenses. Neither option fully covers the projected $1.1 million in the capital replacement costs Malesky expects over the next 10 fiscal years. Although Malesky and revenue resource committee members offered those two ideas, the fire chief said they are open to suggestions. "It doesn't really matter which way they decide to go, as long as we get it," Malesky said. Only $45,000 is set aside for capital improvements now, he said.

He begins work Monday at an $84,163 annual salary. The 63-year-old has 42 years of experience in fire prevention, along with more than 16 years as a chief. He's spent the past 25 years in the private sector. "(Holland) brings with him an extremely broad background of fire services knowledge, education and experience," Earley said. Investigators said that they thought it was a homemade ammonia bomb, but after testing the bottles they couldn't tell what the liquid was. They said it's possible the 2-liters, found near the bottle return area, might have contained a harmless household material. They said someone might not have realized the bottles needed to be empty to be returned. Saginaw County Sheriff Charles Brown said it should serve as a warning.
